This research methodology review will also detail the statistical sampling of prescribed countries, interviews with leaders in industry and government services, as well as means for further investigation and development of the topic as proposed for the dissertation. As part of the research methodology, I intend to implement analysis and/or sampling of various countries to focus on the implementation of transparency measures in governing bodies, current business practices, international regulations and contractors internationally.

In addition to this, qualitative interviews with global procurement leaders will be conducted to discover the pulse of international procurement as it relates to the day-to-day business practice and realistic constraints that working professionals in State-sponsored enterprises and government agencies. Through research on transparency in business practices and government contract bidding, the dissertation intends to build a background understanding of the historical trends, successes and failures, of transparency in government and business operations in order to refine the ideas presented into a finished model.

The international procurement agency will represent a theoretical model for the implementation of transparency in business and government contracts across a wide sector of applicability, using technological advances in information technology to facilitate this directly when possible, such as the internet, websites, and distributed databases systems. The need for this type of research can be seen in “Transparency in Supply Relationships: Concept and Practice,” a research report published by Richard C.

Lamming, Nigel D. Caldwell, Deborah A. Harrison, and Wendy Phillips in 2006. They write: “The problems associated with transparency in supply relationships — the two-way exchange of information and knowledge between customer and supplier — represent a chronic difficulty for managers. The sensitivity of such exchanges appears to interfere with — even negate — their effectiveness and value. This may be because of insufficient consideration of types of transparency and a propensity for customer domination in the relationship.

This research is aimed at exploring these difficulties in order to understand the dynamics and varying nature of transparency in this context (including a proposed state of value transparency) and to suggest ways in which it might be approached in practice. In addition to the social and technology-led drivers identified for transparency, the research approach to the concept of supply has been driven by the observation that many of the traditional routines and activities occurring between industrial or commercial purchasers and their suppliers can be unnecessary and wasteful.

” (Lamming, 2006) RESEARCH METHODOLOGY The purpose of this paper is to introduce a research methodology for the dissertation as proposed that will provide a detailed analysis of the global need for an international procurement body to provide oversight to the acquisition process of supplies and raw materials used in development projects and contracts, as well as respective contractual services. First, the dissertation will use historical research methodology and economic analysis to create the context for the understanding of the proposal.
